TL;DR

Anthropic is reportedly close to a second $45 billion Nscale compute deal, days after Microsoft walked away from a different Nscale site over grid delays. OpenAI is separately chasing $30 billion at a $1.4 trillion valuation to lock in cash before Anthropic's IPO. Zvi Mowshowitz says Anthropic's defense of its leaked safety bill dodges the real complaint.

Signals

Anthropic's political pushback is answering specific complaints about its leaked safety bill, not the complaint that its own base case for the bill was wrong.  #

Zvi Mowshowitz's Oct 20 follow-up quotes Anthropic federal-affairs head Anthony Cimino conceding points and promising to revise preemption language and risk thresholds. Zvi's reply: Cimino's fixes are real but marginal, and Anthropic still hasn't admitted what was wrong with circulating a bill Nathan Calvin and others called weaker than Anthropic's own public framework. Open-weight models are becoming instruments of state control on both sides of the Pacific, not just a commodity labs race to ship.  #

Nathan Lambert's Oct 20 roundup ties DeepSeek's new V4.1 Flash (552B-A16B, MIT-licensed, strong on agentic coding) to two government moves the same week: China's commerce ministry proposed requiring pre-approval before frontier models can be shared internationally, and the US Department of Homeland Security barred DeepSeek as a federal civilian procurement vendor. Lambert calls the Chinese proposal's reach overblown but says a capable domestic open-weight ecosystem now matters for reasons beyond performance. Lambert and Brand, Latest open artifacts #25

The long view

A year ago, Microsoft was one of the AI industry's most committed data-center buyers, anchoring new sites as fast as developers like Nscale could propose them. On October 18, Microsoft walked away from anchoring a Nscale UK site over grid power pushed into the 2030s. Two days later, Bloomberg reported Anthropic in talks for a second $45 billion deal at a different Nscale campus, on top of an August agreement of the same size - while investors were separately said to be pushing Anthropic to lower its own IPO valuation target after a debt-financed infrastructure selloff hit CoreWeave. If this holds, the industry's compute math is splitting in two: the physical constraint (power, siting) is turning away even the biggest buyers, while the financial one (debt load, investor appetite) is starting to bind labs that are still expanding.
